Almost 26,000 Athenians have signed an online petition to stop their construction. Noise, environmental pollution, distortion of the historical panorama, and overloading of the transportation network are just a few of the problems that have arisen. Europa Nostra, a pan-European federation of cultural heritage protection associations operating in 45 European countries, also stood up for one of the outstanding World Heritage sites that has survived landslides, fires, sieges, and wars for 25 centuries. In its statement, Europa Nostra noted that it "wants to add its voice to the voice of thousands of Athenians who have protested against plans to build high-rise hotels that will block the view of the Acropolis in general and the Parthenon in particular." The Federation also characterized the decision of the Greek authorities to issue licenses for the construction of such facilities as "unthinkable". The protests led to the signing of a decision by Greek Environment Minister Giorgos Stathakis that no permits can be issued for new buildings over 17.5 meters high at this time. The moratorium was signed only for a year, and the city's residents argue that the laws that have been in place for decades should be revised to take into account mass tourism and to protect not only ancient monuments but also the living conditions of modern Athenians.
